Biography

Dr. Choubane joined as Director of National Center for Pavement Preservation (NCPP) in 2021.  In this capacity, and under the guidance of an Advisory Board, he provides strategic leadership for NCPP and directs its activities to: 

  • Address in a focused and timely manner highway infrastructure preservation-related issues, challenges, and strategies;
  • Identify, promote, and facilitate the implementation and dissemination of proven preservation solutions, best practices, and emerging technologies for preserving the infrastructure while minimizing the cost related to managing such infrastructure;
  • Provide an environment for learning and training; and Consolidate the concerns and needs of the partners and stakeholders.

For more than 30 years, Dr. Choubane has been actively involved in pavements and materials related areas and technologies.  He is joining from the Florida Department of Transportation (FDOT) where he served as the State Pavement Management and Materials Engineer. In that role, he provided leadership, strategic direction, and oversight for pavement-related work and research programs as well as for building strategic partnerships with private entities and academic institutions to implement multi-million dollars work and research programs and for providing FDOT with the technical expertise for safe, efficient, and durable pavement systems. 

Dr. Choubane previously served as Interim Director of the FDOT Office of Materials.  Before joining FDOT, he was a Research Associate at the National Research Council (NRC) of Canada.

Dr. Choubane has also been involved in pavements and pavement materials issues at the national and international levels.  He has chaired or served on more than 20 committees, sections, groups, panels, and task forces of the Transportation Research Board (TRB) of the National Academies, as well as on various other Expert Task Groups and technical advisory panels and editorial boards.  He is the current chair of the TRB Section on Pavements. He is past chair of the TRB Committee on Full-Scale Accelerated Pavement Testing and past chair of ASTM International Committee on Pavement Management.  He served on the University of North Florida College of Engineering Advisory Board and on the Information Technology Education Advisory Committee at Santa Fe College.  Dr. Choubane is a recipient of recognition awards, including Outstanding Teaching and President's Recognition awards from the University of Florida, Meyer-Horne Outstanding Achievement Award from ASTM International, and FDOT Highway Engineer of the Year Award.  He authored or co-authored over 80 peer-reviewed technical papers and served as the editor for 2 Special Technical Publications.
