The annual recognition honors industry professionals 40 years old or younger who have demonstrated “exceptional technical capability, leadership ability, effective teaching or research, or public service benefiting the civil and structural engineering profession, their employers, project owners and society,” as reported by Civil + Structural Engineer, a national trade publication that serves 90,000 readers.

Allen has 11 years of experience as a civil and traffic engineer. He works as a toll technology senior analyst with HNTB Corporation’s National Toll Technology Consulting Practice in Austin, Texas.

He served as lead civil and traffic engineer for the Massachusetts Department of Transportation on the Whittier Bridge/I-95 design-build improvement project, responsible for all major highway and traffic design items. Allen also served as a civil and toll design engineer for the Maine Turnpike Authority on a variety of toll conversion projects.

Along with his MSU degree, Allen also has a master’s degree in civil engineering from Northeastern University.
