Below are rules as to how the game will be played.
START OF THE GAME: Winner of coin toss decides possession or direction. The start of the second half will be reversed from the first half. Play is started with the ball placed on the 20-YARD LINE each half and after each score. There are NO KICKOFFS.
Touchdown (6 points)
A touchdown is scored when the team with possession of the ball moves the ball on or across the opponents goal line.
Point after attempt (1 or 2 points) A point after attempt (PAT) follows a touchdown. PAT may be a successful pass into the end zone (1 point) or a successful run into the end zone (2 points).
Safety (2 points) A safety is scored when a defender downs the ball carrier in the ball carriers end zone. A fumble into your own end zone is a safety
At the Snap
4 of 7 offensive players must be on the line (5 yard penalty)
Ball Carrier
shall not deliberately drive or run into a defensive player, nor straight arm, nor protect the flag. (10 yard penalty)
BLOCKING:
Flag football is a no contact / collision sport. The National Intramural and Recreational Sports Association [NIRSA] rules are the official rules. This means no contact blocking (similar to block/charge in basketball). The blocker must have hands and arms at their side or behind back. Any use of the arms, elbows, or legs during a block is illegal. Defensive players must go around the offensive players screen block. Arms may not be used as a wedge to contact the opponent. This is a judgment call by the refs.
Blocker
must be on their feet before, during, and after contact
TIME:
There will be TWO halves of 20 minutes each. A RUNNING clock will be used (a team has 30 seconds to put the ball in play). PENALTY - LOSS OF DOWN. Each team may use 1 (one) sixty-second time out per half.
Dead Ball:
The ball is dead when an opponent removes the ball carrier flag.
NOTE: In all cases where a play is in progress and a ball carrier loses a flag either accidentally, inadvertently, or on purpose, play shall be stopped at the spot where the flag is dropped. If any player loses a flag, he still is eligible to catch a legal forward pass, but cannot advance the ball, and the ball is dead where the ball is caught.
Defensive player:
Shall not hold, grasp, or obstruct forward progress of ball carrier when in the act of removing a flag. (10 yard penalty) exception (5 yards and first down defensive holding)
Charge:
a runner shall not charge into nor contact an opponent in his/her path nor attempt to run between two opponents unless the space is such to provide reasonable chance for him/her to go through without contact. Penalty: Personal Foul, 10 yards
Flags must be worn on the waist
Forward pass:
Only One forward pass per down is allowed

A point after attempt (PAT) follows a touchdown. In leagues that use goalposts, the PAT is scored after a successful kick through the uprights of the goalpost. For leagues without goalposts, the PAT may be a successful pass into the end zone (1 point) or a successful run into the end zone (2 points).
Safety (2 points)
A safety is scored when a defender downs the ball carrier in the ball carriers end zone.
Fumble:
loss of possession after control. Ball is dead when it strikes the ground. Team with possession keeps position unless it was 4th down and they did not cross the first down marker. The snapper must be in a stance
SNAP FROM CENTER: Must be made between the legs. Failure to do so results in LOSS OF DOWN FOR ILLEGAL PROCEDURE. On punts, any snap that touches the ground will NOT be treated as a fumble and still may be kicked. (Failure to do so within 30 seconds will result in a delay of game penalty - LOSS OF DOWN.
UNNECESSARY ROUGHNESS
(TACKLING OR DIVING) will result in automatic first down.
Stripping the ball
is illegal and defense cannot contact or force ball carrier out of bounds.
DEFENSIVE RUSHING:
Must attempt to go around the blocker and not head on. May not push, shove, throw a forearm or throw blockers to the ground. PENALTY is ADDITIONAL DOWN.
EQUIPMENT :
NO METAL CLEATS are permitted. No devise (protective or otherwise) that may cause injury is permitted. All players on the field will wear flags and the flag must be on the outside of all clothing. The flags MAY NOT be concealed.
