The "Review and Analysis of Risk" was conducted during 2004 by the consulting firm Short Elliott Hendrickson
(SEH), pursuant to a request from the East Chicago Waterway Management District. SEH conducted a review of
existing data and information related to the sampling and characterization of the former ECI site in East Chicago,
Indiana, which is the proposed location for construction of the confined disposal facility (CDF). The CDF will be
used for the placement of contaminated dredged materials from the Indiana Harbor and Canal (IHC) system. The
purpose of SEH's review is to evaluate if long-term impacts to public health have been adequately addressed and
if a “Health Emergency” or significant threat to public health currently exists or is going to be created as a
result of the proposed project activities. Additionally, evaluation of long-term health risks posed to specific
populations of concern, namely students and teachers at the two schools located south of the proposed CDF and
residents in the community, is addressed in the review.
