Richard O. Anderson received his BSCE and MSCE in 1971 and 1972 from Michigan
Technological University. After working for five years in consulting engineering,
he returned to school at the University of Michigan and obtained his MBA.
He is currently President of SOMAT Engineering, Inc. of Detroit, Michigan,
a consulting engineering firm specializing in geotechnical and construction
materials engineering.
Mr. Anderson has practiced as a consulting engineer in geotechnical engineering
for over 26 years. During this time period, he has conducted, or been
in responsible charge, of over 5000 geotechnical engineering projects.
These projects have included major commercial and industrial developments,
infrastructure projects including roads, sewer and water supply plants
and distribution networks, nuclear and fossil fuel power plants, and a
liquefied natural gas plant in Indonesia. Mr. Anderson has recently completed
the geotechnical investigations for the new Detroit Lions Stadium in downtown
Detroit, and the Northwest Airlines Midfield Terminal Project at Detroit
Metropolitan Wayne County Airport. He has specialized in the design and
analysis of deep foundations and earth retention systems.
Mr. Anderson has been actively involved in professional activities and
societies, including serving as President of ASFE - The Association of
Engineering Firms Practicing in the Geosciences, and President of the
Southeastern Branch of the Michigan Section of ASCE. He was named "Civil
Engineer of the Year" in 1994 for the Southeastern Branch and also for
the Michigan Section of ASCE. Mr. Anderson is very active as an engineering
practitioner in engineering education. In addition to the MSU CEE Professional
Advisory Board, he has also served in a similar capacity for the Civil
Engineering Department at Lawrence Technological University and the Department
of Civil and Environmental Engineering at Michigan Technological University,
and the College of Engineering at Michigan Technological University. He
currently represents ASCE on the Engineering Accreditation Commission
of the Accreditation Board for Engineering and Technology, and is Chairman
of the Education Activities Committee of ASCE, which is the Board committee
for oversight of all ASCE education activities.

I have been a Lansing resident all of my life, and a proud graduate of
the Lansing school district and Michigan State University. I married my
high school sweetheart in 1970, and have 3 children: Kirk, Jr., currently
working for G.M.; Brandi, who is in her last year at MSU, and Matthew,
who just started MSU in 1997, is majoring in Engineering and is a freshman
on the football team. I have been employed by the Michigan Department
of Transportation all of my adult life. However, I have not stayed in
one spot--I've been a draftsman, an auditor, program manager, and I am
currently Engineer Manager overseeing over $70 million worth of construction
work.
I feel that since my graduation from MSU in the spring of 1980, I have
grown in maturity and confidence. The experiences of success and failure
at MSU helped me prepare for my life's journey.
Neither one of my parents graduated from a four year institution but they
were a great support to me in my quest to complete my college education.
After I completed my undergraduate degree, I still had a thirst for knowledge.
I enrolled in a master program and completed my masters degree in 1985
in Management from Aquinas College. With a lot of encouragement from my
wife and children, I studied hard and became a Registered Engineer in
February of 1993.
During all of this personnel development and growth, I coached my kids
in soccer and football.
As a Resident Engineer, I've been involved with some of the MDOT innovative
types of pavement construction. One example is the asphalt paving project,
which made use of high strength asphalt paving sections, paved adjacent
to a rubblized pavement section so that they could be compared in the
longevity, wearing, and rate of deteriation, over time. My office took
the lead role in the pavement patching FAST TRACK project on the I-96
expressway on the southwest side of Lansing in 1996, in which some MSU
CEE faculty played a prominent role.
I am currently overseeing the construction of the last leg of the US-27
bypass around St. Johns, which involves the connection of the I-69 Interchange
north of the city of Lansing. During my career at the MDOT, I have found
that my work in civil engineering has been a very satisfying vocation.
I feel the future of civil engineering is yet to be seen--our everchanging
societal and environmental needs are still waiting to be discovered. It
is my ambition as a member of the CEE Professional Advisory Board to make
MSU a part and a major player in the future of civil engineering.

Mr. Dell founded Dell Engineering, Inc., a consulting engineering practice,
in October l978 and has served as President and CEO of the firm since
that time. Dell Engineering, Inc. specializes in Civil, Environmental,
Facilities, Industrial, Municipal, Geotechnical, and Structural Engineering.
The firm maintains various in-house support laboratories, including
analytical, chemical, biological. aquatic toxicology, soils, materials,
bioremediation and water and wastewater treatability.
Mr. Dell has extensive experience in municipal and industrial water
and wastewater treatment, solid waste management, industrial processes,
leachability and treatability studies, construction and groundwater
engineering. Prior to founding Dell Engineering, Inc., he was responsible
for the construction and startup of four medium to large water and wastewater
plants, including the wastewater treatment facilities for the City of
Grand Rapids, Michigan.
Mr. Dell is active in numerous professional, technical, civic and educational
organizations. He has authored publications, presented numerous papers
at technical meetings and participated in standards writing with ASTM,
Mr. Dell is the chair and a charter member of the Macatawa Area
Coordinating Council, the Metropolitan Planning Organization for the
Holland/Zeeland. Michigan area and is active on the Holland Area Chamber
of Commerce Board of Directors.
Mr. Dell received his Bachelors of Science in Civil Engineering from
Michigan State University in 1966. He is a Diplomate of the American
Academy of Environmental Engineers and a Registered Professional Engineer
in eight states. Mr. Dell is also a Registered Professional Surveyor
in Michigan and holds wastewater treatment certifications in Michigan.

Gabriel Najera has a Bachelors of Science in Civil Engineering (1979),
Michigan State University and a Masters of Business Administration (1992),
The University of Chicago.
He is the co-founder of the Chicago chapter of the Society of Hispanic
Professional Engineers (SHPE) and served as that chapter's first president.
The Chicago chapter, established in 1980, was one of the first two professional
chapters of SHPE. Today SHPE has over 35 professional chapters and is
the largest Hispanic engineering organization in the United States with
a membership of over 5,000. In 1995 Gabriel Najera received SHPE's highest
national honor, the "Jaime Oaxaca" award for his lifetime achievements
and contributions to the Hispanic community and minority engineering initiatives.
His achievements in Hispanic and minority engineering initiatives have
gained him the recognition from Amoco Corporation, the Chicago Museum
of Science & Industry, the University of Puerto Rico, The Society of Women
Engineers and the Navajo Indian Nation.
He has been a featured key note speaker across the nation at seminars,
banquets and universities on motivation, engineering techniques, Hispanic
issues, and international negotiations. He is a published author with

John C. O'Malia, P.E., is a principal SEG; and serves on the Board of
Advisors for Michigan. State University. He is a licensed professional
engineer in the states of Michigan, Ohio, Indiana and New Jersey. He joined
the firm in 1972 and has served as vice president, treasurer, a member
of the Board of Directors, president, and director of marketing. Mr. O'Malia
is responsible for the water and wastewater elements for SEG's offices.
His work in the water and wastewater area for industrial and governmental

final design, supervision of construction, and O&M manuals. Mr. O'Malia

the City of Detroit, Michigan.

project, storm water management programs, expert witness and public hearings,
facilities planning, facility needs studies, ground water supplies, hydraulic
network analyses, managing complex projects, process evaluation programs
for effective biosolids management, pumping station design, surface water

Raymond E. Tadgerson is President and CEO of Capital Consultants a
Lansing, Michigan-based consulting firm specializing in engineering
and landscape architectural design and construction services. The firm
also has regional offices in Gaylord and Grand Rapids, Michigan and
employs 62 people. Mr.Tadgerson holds both bachelor's (1973) and master's
(1978) degrees from Michigan State University in civil engineering and

Mr. Tadgerson has been instrumental in the implementation of a quality

James K. Wight received his B.S. and M.S. degrees in Civil Engineering
from Michigan State University in 1969 and 1970, and his Ph.D. from
the University of Illinois at Urbana-Champaign in 1973. He has been
a professor in the structural engineering area of the Civil and Environmental
Engineering Department at the University of Michigan since September,
1973. He is well known both nationally and internationally for his work
in earthquake resistant design of concrete structures. He also has extensive
research experience in the repair and seismic upgrading of concrete
structures. He spent a one-year sabbatical leave (1980-81) in Japan
and was involved in the construction and simulated earthquake testing
of a full-scale reinforced concrete building. He has been involved with
post-earthquake damage studies following earthquakes in Mexico City,
Chile, Armenia, Egypt, Japan and California. He has authored several
publications for technical journals and symposium volumes from national
and international meetings on earthquake engineering.
Professor Wight has been an active member of the American Concrete
Institute since 1973, and was named a Fellow of the Institute in 1984.
He is a past-President of the ACI Michigan Chapter, past-Chairman of
the ACI Committee on Joints and Connections in Concrete Structures,
past-Chairman of the ACI Technical Activities Committee, and is currently
a Subcommittee Chairman for the ACI Building Code. He has also served
on the ACI Board of Directors. In 1991 he received the American Concrete
Institute's Delmar Bloem "Distinguished Service" Award.
While at Michigan Professor Wight has received numerous awards for
his teaching and service, including the ASCE Student Chapter "Teacher
of the Year" award (seven times), the College of Engineering's "Distinguished
Service" and "Teaching Excellence" Awards, the State of Michigan Award
for "Outstanding Teaching" and the Chi Epsilon-Great Lakes District
"Excellence in Teaching" Award.

Paul Woodruff was the chairman of the ERM Group Inc. until April 1,
2001; when he retired. Prior to that he was the chief executive officer
of Environmental Resources Management (ERM), a global environmental,
health and safety-consulting firm. Woodruff founded ERM in 1977. The
company has 2400 employees operating from more than 125 offices in 35
countries. As founder, Woodruff served as ERM’s primary spokesman
and was largely responsible for projecting the group’s corporate
and public image. Paul served on the Board of Director’s for the
new ERM Holdings Company through March of 2002.
Woodruff holds B.S. and M.S. degrees in Civil Engineering from Michigan
State University and is a registered professional engineer in 13 states.
He has also completed the Program for Management Development at Harvard
Business School. Woodruff is a Diplomat of the American Academy of Environmental
Engineers.
Special honors include the American Society of Civil Engineers’
Simon Freese Award (2000); the American Academy of Environmental Engineers’
Gordon Maskew Fair Award for excellence in environmental engineering
(1997); the Enterprise Award for CEO of the Year sponsored by Business
Philadelphia Magazine and the Eastern Technology Council (1994),
Honorary Membership in the Water Environment Federation (WEF) (1993),
the Claud R. Erickson Award from the Michigan State University College
of Engineering for distinguished and meritorious service to the MSU
college of Engineering and the engineering profession (1993), the Enterprise
Award for Best Growth Company sponsored by Global Financial Press and
The Technology Council of Greater Philadelphia (1993), the Roy F. Weston
award from the Walter Pollution Control Association of Pennsylvania
for outstanding achievements in the field of industrial waste management
(1990), the Entrepreneur of the Year award presented by Inc.
Magazine (1989), and the Willem Rudolphs’ Medal from the Water
Pollution Control Federation (now the Water Environment Federation)
for the outstanding contribution of the year in the field of industrial
waste control (1969).
Woodruff presently serves on the Board of Trustees of the Pennsylvania
Institute of Technology. He served as a trustee of the National Society
of Professional Engineers Political Action Committee (NSPE-PAC) and
as a member of the Board of Directors of the Water Environmental Research
Foundation. Woodruff also served as Chairman of the Steering Committee
of Water Quality 2000 (1990-1995), a coalition of more than 80 national
organizations in a joint effort to recommend a plan of action to help
meet the nation’s water quality needs in the next century.
Community Involvement
Woodruff served as President of the Central Chester County, Pennsylvania
YMCA 1991-1993. In 1990, he created a countywide Youth Exposition to
promote development of skills and talents among young people in the
Chester County area. He served as a Director of CoreStates Bank, N.A.
(1988-1998) and as a Director on the five-state Regional Advisory Board
of the fifth largest bank in the U.S.- First Union Bank (acquired CoreStates
in 1998), from 1998-2000. Woodruff is presently a Trustee (1991-present),
past Chairman of the Strategic Planning Committee, and currently Chairman
of the Capital Campaign ($50 million) of the Franklin Institute of Philadelphia,
and a former Director of The Technology Council of Greater Philadelphia.
Woodruff served as Chairman of the Brandywine Hospital’s Campaign
for the Trauma Center (1995-1996). Woodruff has also served as President
of the West Chester Rotary Club and led a four year effort to design,
fund and build improvements to a water supply system for the Mexican
community of Las Animas as part of Rotary International’s Year
of the Environment. In 1992-1993, he served as Chairman of the Chester
County United Way. He has served as a Trustee for the ERM Foundation
since its formation in 1994. Woodruff is an Elder in the Paoli Presbyterian
Church and has served as a Trustee and Chairman of the Building Committee
with responsibility for a $2.5 million worship facility. In 1992-1993,
he served as Chairman of the Long Term Strategy Planning Committee for
the church.

Mr. Young is currently employed as Project Manager by Seiber, Keast
& Associates, Inc. of Novi, Michigan. Seiber, Keast & Associates is
an engineering design firm, providing civil engineering and permitting
services to residential, commercial and industrial developers in the
private sector. In his role as Project Manager, Mr. Young is responsible
for coordinating the preparation and timely delivery of design documents,
and serves as the client's representative in matters concerning public
agencies. Mr. Young joined Seiber, Keast & Associates in August 1996.
Previously, Mr. Young spent 14 years with EQ - The Environmental Quality
Company (formerly Wayne Disposal, Inc.). Mr. Young served as Vice President
of Operations for this group of privately owned waste treatment, recovery
and disposal companies, and was responsible for the compliant and profitable
operation of three hazardous waste management facilities, as well as
construction and maintenance personnel. During a nationwide search for
a new CEO, he served on a three member committee, responsible for direction
of all corporate activity.
Mr. Young also served as Engineering Manager of Wayne Disposal, where
he was responsible for timely and cost-effective facility design, construction
quality assurance, and permitting activities, as well as environmental
monitoring programs. He was also responsible for recruitment, development
and evaluation of corporate engineering staff which numbered 14 when
promoted.
Before coming to Wayne Disposal, Mr. Young spent four years as a project
engineer for a geotechnical/environmental engineering consulting firm

evaluation of sewage sludge disposal alternatives, specifications for
upgrading and sequential development of a regional landfill, development
of landfill closure alternatives and investigations of landfill gas
migration.
Mr. Young is a licensed professional engineer in California, Illinois,
Michigan and Ohio. He has earned Bachelors (1975) and Masters (1977)
degrees in Civil Engineering, both at Michigan State University.
